President Trump’s intensified immigration enforcement has recently targeted restaurants in Washington, D.C., leading to heightened anxiety within the hospitality industry.
Earlier this month, Immigration and Customs Enforcement (ICE) agents conducted surprise visits to establishments like Pupatella, a popular pizzeria in Dupont Circle. Initially, agents arrived without warrants and were turned away. However, they later returned with formal “notices of inspection” requesting employment eligibility forms (I-9s). Between May 6 and May 9, ICE issued 187 such notices across the Washington area and arrested 189 undocumented workers as part of an “enhanced targeted immigration enforcement operation” focusing on criminal alien offenders.
The restaurant industry, which heavily relies on immigrant labor, is feeling the impact. Shawn Townsend, president of the Restaurant Association Metropolitan Washington, noted that undocumented migrants are “the backbone of our industry.” Following the raids, some employees with uncertain work eligibility have stopped coming to work, advised by advocates to lay low. This has led to concerns about potential labor shortages, with a survey by employment law firm Littler Mendelson indicating that 58% of executives are worried about the effects of anti-immigration policies on staffing, particularly in manufacturing and hospitality sectors.
These actions are part of a broader strategy under Executive Order 14159, signed by President Trump in January 2025. The order expands expedited removals, increases penalties for undocumented immigrants, and denies federal funding to sanctuary jurisdictions. It also calls for significant hiring increases of ICE and Customs and Border Protection agents.
While the administration emphasizes the focus on criminal offenders, the aggressive enforcement tactics have raised concerns about due process and the potential for targeting law-abiding individuals. The lack of transparency and the chilling effect on immigrant communities are prompting debates about the balance between immigration enforcement and community stability.
As the situation develops, restaurant owners and employees are seeking clarity on their rights and responsibilities, aiming to navigate the challenging landscape shaped by the current immigration policies.
