As of June 5, 2025, there is no publicly reported case of a Pakistani national residing in Goa since 2016 on a long-term visa approaching the Supreme Court of India.
However, recent developments indicate that Pakistani nationals of Goan origin have been granted Indian citizenship under the Citizenship Amendment Act (CAA). Notably, Shane Sebastian Pereira, born in Karachi in August 1981, moved to Goa just four months after his birth and lived there for 43 years before obtaining Indian citizenship in December 2024. He became the second person in Goa to be granted citizenship under the CAA, following Joseph Francis Pereira, a 78-year-old Pakistani Christian who received Indian citizenship in August 2024.
The CAA, enacted in December 2019, facilitates the granting of Indian citizenship to persecuted non-Muslim minorities—Hindus, Sikhs, Buddhists, Jains, Parsis, and Christians—from Pakistan, Afghanistan, and Bangladesh who entered India on or before December 31, 2014. The implementation of the CAA in Goa has enabled individuals like Shane and Joseph to finally attain Indian citizenship after decades of residing in the country.
If a Pakistani national residing in Goa since 2016 has approached the Supreme Court, it may pertain to legal challenges or specific circumstances not covered under the CAA. However, as of now, no such case has been reported in the public domain.
