The Indian Commerce Ministry is set to amend the Special Economic Zones (SEZ) Act, aiming to breathe new life into the ailing SEZ programme. Under the proposed draft amendment bill, SEZ units would be allowed to sell domestically on a “duty‑foregone” basis, easing previous restrictions on sales into the domestic tariff area. The plan also calls for partial de‑notification of zones, faster approval processes, and streamlined norms—including seamless integration with domestic tariff areas and facilitation for domestic companies to operate within SEZs . The proposal, which replaces the earlier DESH Bill, has moved through inter‑ministerial consultation and may be tabled in the upcoming Parliament session These changes aim to restore economies of scale and boost value‑added production within SEZs, which contributed over USD 163 billion to exports in FY2023–24 but have suffered from regulatory bottlenecks .
