Mumbai’s Suburban Rail Network Set for ₹52,000 Crore Overhaul to Ease Congestion and Boost Connectivity

Mumbai: The government is investing over ₹52,000 crore in Mumbai’s suburban railway network as part of one of the city’s largest infrastructure projects. The aim is to boost connectivity, improve safety, and reduce overcrowding for millions of daily commuters.
The upgrade covers three key phases: MUTP-II (₹8,087 crore), MUTP-III (₹10,947 crore), and the largest, MUTP-IIIA (₹33,690 crore). These include new rail lines, track expansion, more rakes, and tech upgrades to build a faster, more commuter-friendly system.
Railway Minister Ashwini Vaishnaw told the Rajya Sabha that the Mumbai Railway Vikas Corporation (MRVC). is carrying out the work. MRVC is a joint venture between the Ministry of Railways and the Maharashtra government, with a 50:50 cost-sharing model.
Under MUTP-III, the major projects include the construction of the Panvel-Karjat suburban corridor, the quadrupling of lines between Virar and Dahanu, and the creation of an elevated rail corridor between Airoli and Kalwa. These projects aim to increase train frequency, reduce delays, and improve suburban access to outer regions of Mumbai.
To address the growing problem of track trespassing, the authorities are also including safety measures and fencing plans in the current upgrade efforts. Moreover, these initiatives aim to enhance commuter safety and reduce accidents significantly.
At the same time, rapid work is underway on the Churchgate-Virar stretch to add more tracks, which will greatly boost the carrying capacity of this key suburban route. Once completed, the corridor will have:
- Four lines between Churchgate and Mumbai Central
- Eight lines between Mumbai Central and Borivali
- Six lines between Borivali and Virar
The MUTP-IIIA phase is the most expensive and extensive, with ₹33,690 crore allocated for upgrades. The plan includes widening existing tracks and introducing new ones. It covers the 5th and 6th lines between Borivali and Virar , and the 3rd and 4th lines between Kalyan and Badlapur. Additionally, authorities will add 238 new 12-car trains to strengthen the suburban rail network.These new trains, aimed at reducing overcrowding and increasing service frequency, will be procured at a cost of ₹19,293 crore.
This major investment addresses the growing commuter demand in the Mumbai Metropolitan Region. With over 7.5 million daily passengers, the network ranks among the world’s busiest and faces severe overcrowding during peak hours.
Railway officials stressed integrating the suburban network with new metro lines to help passengers switch transport modes and travel faster.
This long-term infrastructure push aims to transform Mumbai’s transport, enhance commuter experience, and boost connectivity, comfort, and safety.
