​The Maharashtra Cabinet has approved significant amendments to the Maharashtra Slum Areas (Improvement, Clearance, and Redevelopment) Act of 1971 to expedite slum rehabilitation across the state.

Key amendments include:

  • Reduced Proposal Submission Timeline: The timeframe for landowners, developers, or cooperative societies to submit redevelopment proposals after a slum area is declared has been shortened from 120 days to 60 days. If no proposal is submitted within this period, the government may assign the redevelopment to another authority.
  • Land Allocation for Joint Ventures: For slum rehabilitation schemes in the Mumbai Metropolitan Region undertaken in partnership with government or semi-government bodies, the amended law mandates that land be leased to these entities for 30 years within 30 days of issuing the letter of intent. This facilitates securing loans and financial assistance for project implementation.
  • Recovery of Rent Arrears from Developers: A new Section 33-B has been introduced, empowering the Slum Rehabilitation Authority (SRA) to recover unpaid rent or dues from developers who fail to provide timely rent to slum dwellers during rehabilitation. The SRA can now attach and sell the developers’ properties to recover these arrears.

These legislative changes aim to accelerate slum redevelopment projects and contribute to the state’s objective of creating a slum-free Maharashtra.​
