In response to the recent military escalations, including India’s Operation Sindoor targeting alleged terrorist infrastructure in Pakistan and subsequent retaliatory actions by Pakistan, both nations are on high alert for cyber threats that could target vital sectors such as energy, transportation, and communication networks.

Pakistan’s cybersecurity landscape is undergoing a rapid transformation, marked by a sharp surge in cyberattacks targeting critical infrastructure, financial institutions, and government entities. This trend reflects a broader global escalation in cyberattacks, driven by factors such as increased digital adoption, skill shortages, and geopolitical tensions.

Strategic Cybersecurity Initiatives in Pakistan

To bolster its cyber defenses, Pakistan has implemented several strategic initiatives:

• National Telecom Cyber Security Strategy (NTCSS) 2023–2028: A comprehensive plan focusing on legal frameworks, proactive monitoring, incident response, capacity building, and public awareness to enhance the digital resilience of the telecom sector.
• Establishment of the Pakistan Computer Emergency Response Team (PKCERT): Formed in March 2024, PKCERT serves as the national body coordinating responses to cybersecurity incidents and threats.
• Planned National Cyber Security Authority: Set to be established in 2025, this authority will mandate security-certified infrastructures across organizations by July 2028, aiming to prevent data breaches and cyberattacks on national institutions.
