Dharavi redevelopment eligibility 2025.

​In December 2024, the Maharashtra government introduced a significant policy under the Dharavi Redevelopment Project (DRP) to include residents of upper-floor tenements in the rehabilitation process. Traditionally, these residents were excluded from such schemes due to the lack of formal documentation. To address this, the government issued a Government Resolution (GR) on October 4, 2024, stating that upper-floor residents could qualify for the hire-purchase scheme by providing certain documents. Acceptable documents include electricity bills, registered sale or rental agreements, Aadhaar cards, ration cards, passports indicating the floor, or an affidavit certified by the eligible ground-floor resident.

This initiative aims to provide upper-floor residents with modern housing equipped with essential amenities, ensuring dignity, privacy, and an improved quality of life. The buildings will be maintained by the developer for 10 years post-rehabilitation, reducing financial burdens on residents. ​

As of today, April 14, 2025, there are no new updates regarding this policy. The initiative remains a pivotal step towards inclusive urban redevelopment in Mumbai.
