On May 28, 2025, the Supreme Court of India delivered a significant judgment in the Delhi Ridge tree-felling contempt case. The Court held officials of the Delhi Development Authority (DDA) guilty of contempt for unauthorized tree felling in the ecologically sensitive Delhi Ridge area, undertaken for a road-widening project to facilitate access to the CAPFIMS Paramilitary Hospital .
- Criminal Contempt: The Court classified the DDA officials’ actions as criminal contempt, citing willful disregard for judicial orders and deliberate concealment of the tree-felling activities from the Court.
- Penalties Imposed: An environmental fee of ₹25,000 was levied on each of the culpable DDA officials. Additionally, the Court issued a formal censure and indicated that departmental actions may be pursued against them.
- Relief for Former Vice Chairman: Contempt proceedings against Subhashish Panda, the former Vice Chairman of the DDA, were closed as he is no longer associated with the authority.
- Future Compliance Measures: The Court mandated that henceforth, any notification or order concerning afforestation, road construction, tree felling, or activities with potential ecological impact must explicitly mention the pendency of related proceedings before the Court. This directive aims to prevent ignorance from being used as a defense in future violations.
Justice Surya Kant, delivering the judgment, emphasized the importance of adherence to the rule of law and the judiciary’s role in upholding environmental protections. The Court’s decision underscores the necessity for governmental bodies to seek requisite permissions and maintain transparency in actions affecting ecological zones.
