A PIL has been filed in the Delhi High Court challenging the Ministry of External Affairs’ Request for Proposal (RFP 2025) that mandates third-party vendors charge a single bundled fee for both standard consular, passport, and visa (CPV) services and optional value-added services—even if applicants don’t use the add‑ons. The petitioner argues this model unfairly forces all users to pay for unused services, potentially causing financial strain for low-income Indian expatriates in the Gulf and violating key contractual and constitutional principles. A Division Bench led by Justices Devendra Kumar Upadhyay and Tushar Rao Gedela has taken up the matter, postponing further proceedings to August, and asked the petitioner to establish the court’s territorial jurisdiction.
