The CBI has registered an FIR against a network of 34 individuals—including 14 officials—from the Ministry of Health & Family Welfare, the National Medical Commission (NMC), intermediaries, and private medical college representatives. The accusations include manipulation of regulatory frameworks, bribery, and leaking confidential inspection details to private medical college officials.

Among the named in the FIR is D.P. Singh, Chancellor of Tata Institute of Social Sciences (TISS), who formerly served as Chairman of the University Grants Commission (UGC). He, along with senior ministry and NMC officials, is accused of sharing confidential inspection schedules and assessor names with private colleges. This allowed institutions to prepare fraudulent setups—such as ghost faculty, fake patients, biometric manipulation, and bribed assessors—to secure favorable approvals.

The FIR was filed under provisions of the Bharatiya Nyaya Sanhita (section 61(2)) and multiple sections of the Prevention of Corruption Act. It details alleged wrongful advantages given to private colleges, including photo-sharing of internal ministry files via personal mobile phones .
