Mumbai Railway Vikas Corporation (MRVC) has formally kicked off a technical study to draft the blueprint for Phase IV of MUTP, aimed at significantly boosting suburban commuter safety and connectivity . Spanning the sprawling 385 km suburban rail network across Central, Harbour, and Western lines, the project focuses on forecasting travel demand up to 2047, identifying new corridors to alleviate overcrowding, and enabling interoperability between Central and Western Railways for direct east‑west transit. Anticipated interventions include deployment of longer 12‑ and 15‑car rakes with faster acceleration, adoption of advanced signalling like Kavach 5.0, expansion of AC EMU services, better pedestrian access and access control, and station modernisations—including new foot overbridges, escalators, lifts, and enhanced last‑mile connectivity. As part of MRVC’s “Mission Zero Death” initiative, the plan also targets station upgrades for roughly 40 additional stations (beyond the 17 already revamped under MUTP‑IIIA) to reduce the approximately 2,500 annual fatalities caused by current system limitations . The overarching vision is a smarter, safer, and more resilient Mumbai suburban railway, with extended reach into growth areas like Third Mumbai.
