Canada’s Security Intelligence Service (CSIS) has released its annual public report, naming India as one of the “main perpetrators” of foreign interference and espionage within Canada. CSIS alleges that India—through officials and proxy agents based in Canada—has attempted to influence Canadian political and community spheres, particularly targeting Sikh diaspora groups and candidates perceived as favorable to New Delhi.
The report cites “over a dozen threats” communicated to Sikh activists in Canada, highlighting a disturbing pattern of transnational repression tied to opposition to Canada-based Sikh separatists advocating for a Khalistan.
It further notes linkage between Indian government agents and the 2023 killing of Sikh activist Hardeep Singh Nijjar in British Columbia—a case that triggered a significant diplomatic crisis.
This announcement arrives just after the bilateral meeting between Canadian PM Mark Carney and Indian PM Narendra Modi during the G7 summit in Alberta, where they committed to restoring diplomatic missions and visa services.
Canada’s intelligence report—issued days after the PMs’ G7 meeting—formally accuses India of “hostile foreign interference” on Canadian soil, spotlighting espionage, intimidation of Sikh activists, and transnational repression tied to the Nijjar case. While diplomats reset relations, public trust and security concerns remain high.
