The Corporate Insolvency and Bankruptcy Laws Bar Association (CIBBA) has formally requested the operationalization of the second bench at the National Company Law Appellate Tribunal (NCLAT) in Chennai. In a representation submitted to the NCLAT Chairperson on May 28, 2025, CIBBA highlighted several key reasons for this appeal:

High Pendency of Matters: The Chennai Bench is experiencing a significant backlog of cases, and despite the efforts of the current bench, the volume of matters continues to grow.

Jurisdiction Over Multiple States: The Chennai Bench has jurisdiction over Tamil Nadu, Kerala, Karnataka, Andhra Pradesh, Telangana, and Puducherry, covering a vast geographical area.

Investment in Infrastructure: A second courtroom and related infrastructure have already been established using public funds but remain unused due to a lack of appointments.

CIBBA emphasized that the infrastructure for two benches exists at the Chennai premises, and with all sanctioned posts now filled, the Tribunal is in a position to function at full strength. The association has urged the Chairperson to take necessary steps to make the second bench functional promptly .
