According to a recent RTI response obtained by activist Anil Galgali, approximately 60% of the grievances filed by motorists in Mumbai regarding e-challans were rejected between January 2024 and February 2025. Out of over 1.8 lakh complaints received, around 1.1 lakh were dismissed. During this period, the Mumbai Traffic Police imposed fines totaling ₹556 crore through the ‘One State One Challan’ digital portal.
Grievances are reviewed at the multimedia cell at the Worli traffic headquarters, where vehicle images are examined. If the images are unclear, the complaint is forwarded to the respective traffic division for further verification before a final decision is made. Galgal emphasized the need for transparency, stating that citizens should be given a fair opportunity to present their case and that each complaint must undergo thorough and objective scrutiny.
This development has raised concerns among citizens, with some alleging misuse of the grievance system. For instance, a Reddit user reported that multiple challans were generated against their vehicle due to false civilian reports, and their grievances were rejected without proper investigation. Such instances highlight the importance of ensuring the integrity and fairness of the e-challan grievance process.
