The Maharashtra government has officially designated Chief Justice of India (CJI) B.R. Gavai as a “Permanent State Guest” following a protocol lapse during his recent visit to Mumbai. This move aims to ensure proper decorum and adherence to official procedures during future visits by the CJI.
During his first visit to Maharashtra after assuming office on May 14, CJI Gavai expressed disappointment over the absence of senior state officials, including the Chief Secretary, Director General of Police (DGP), and Mumbai Police Commissioner, at a felicitation event in his honor. He emphasized the importance of mutual respect among the judiciary, legislature, and executive branches of government.
In response, the state government issued a circular outlining new protocol guidelines:
The CJI is now entitled to all facilities under the Maharashtra State Guest Rules, 2004, including accommodation, transportation, and security during official visits.
It is mandatory for the Chief Secretary and DGP, or their senior representatives, to be present during the CJI’s visits to Mumbai.
In other districts, the respective District Collector and Commissioner/Superintendent of Police, or their senior representatives, are required to receive the CJI.
Liaison officers will be appointed to coordinate arrangements, ensuring smooth and respectful receptions.
Following the incident, the Chief Secretary, DGP, and Mumbai Police Commissioner apologized to CJI Gavai and were present during his subsequent visit to Chaityabhoomi to pay tribute to Dr. B.R. Ambedkar.
CJI Gavai later downplayed the issue, referring to it as “trivial” and suggesting it should be put to rest.
