On April 23, 2025, the Supreme Court of India declined to halt the Bihar Public Service Commission (BPSC) 70th Main Examination, scheduled for April 25, despite allegations of a paper leak during the preliminary exams held on December 13, 2024. The Court dismissed petitions challenging the examination, stating that the evidence presented was insufficient to warrant cancellation.
The petitioners had submitted WhatsApp messages and video clips as evidence, suggesting that questions were leaked before the exam and answers were announced via loudspeakers at certain centers. However, the bench questioned the authenticity of the digital evidence and noted that the alleged malpractice appeared to be limited to a single center, Bapu Pariksha Parisar, where a re-examination had already been conducted.
Solicitor General Tushar Mehta informed the Court that four sets of jumbled question papers were used to prevent cheating. The petitioners also claimed that many questions in the preliminary exam mirrored those from coaching centers’ mock tests. The bench acknowledged that some overlap is common in competitive exams but did not find this evidence compelling enough to annul the exam.
Prior to this, the Patna High Court had also dismissed similar petitions, ruling that there was no definitive evidence of malpractice across all centers. The Court had directed the BPSC to proceed with the Main Examination while ensuring enhanced security measures to maintain transparency and fairness.
