31 YEARS ON BUILDER , REMOVED OVER DELAYED IN SLUM PROJECT IN BANDRA

​In Mumbai’s Bandra region, several slum rehabilitation projects have encountered significant delays, leading to disputes between developers and residents. One notable case involves Lashkaria Housing & Infrastructure, which faced legal action after a 56-year delay in implementing a slum redevelopment program. The Bombay High Court imposed a ₹5 lakh fine on the developer for “deliberately” postponing the project and ordered the reimbursement of expenses to Tata Memorial Hospital. The court also terminated Lashkaria’s role in the project, allowing the slum society to acquire the land and appoint a new developer.

Another significant development occurred in June 2024, when approximately 1,700 shanties along the railway tracks in Bandra West’s Shastri Nagar were demolished. This action paved the way for a slum rehabilitation project aimed at constructing high-rise towers to provide permanent homes for over 1,400 families. The project had been stalled since 2002 due to legal disputes and changes in government regulations. After a lengthy legal battle, including proceedings that reached the Supreme Court, the project received approval under the current slum rehabilitation scheme. The initiative also includes plans for improved connectivity from Bandra station to the Western Express Highway.

These cases highlight the challenges faced in Mumbai’s slum rehabilitation efforts, including legal disputes, delays, and the need for effective collaboration among developers, residents, and authorities to address the city’s housing shortages and improve living conditions for slum dwellers.​
